Well, effectively, Livejournal is a blogging service but with a difference. You can - as you've discovered - watch other journals by 'friending' them. This means that their posts show up on your friends page.
If they also friend you back, this means that not only do their public posts show up on your friends page, but also you'll be able to see posts that they've designated as 'friends only', i.e. those that aren't viewable by the general public. That's another way that LJ differs from other services - you can set various security levels on your individual posts from 'private' (only you can see it) to 'public' (everyone can). So you can also set your posts to 'friends only' (people you have listed as friends can see it) or custom groups (i.e. you can set up various filters, so different groups of 'friends' can see different things).
As well as personal LJs, there are communities, like primeval_fanfic, which you've already discovered. I'd suggest that you friend the newsletter (anomaly_news) and primeval_itv as well, as most of the fic is picked up by one or both of those communities. If you've got a particular interest in Connor and Abby then there's also a community just for fans of that pairing - connorandabby. There are quite a few other communities knocking about - the newsletter will give you links to most of them, but the most active other one, as far as I can tell, is primeval_denial, for those people who'd like to prefer that some things that happened in canon didn't :)
For links to fiction that's posted offsite, there are two rss feeds that have accounts on LJ - you simply friend them the same way as you would any other community or user and they pick up the links to the stories and post those links, with summaries etc, to your friends page, so everything is basically pulled together in one place. Those are primeval_ffnet, which picks up fic posted to Fanfiction.net and thearc_rss, which picks up fic posted to The ARC Fanfiction Archive.
And for general info on how LJ works, check out the Newbies Lounge at newbies. That gives you some pointers on finding your way around the service.
I'm not going to be around for the next week or so, but I'm sure that's enough to give you a head start on finding your way around :)
